Covid 19 Grant information


The State is using $20million in federal Community Development Block Grant money to provide working capital funds to businesses economically impacted by the COVID-19 virus.

The program makes funds available for 60 days of verifiable working capital up to a grant ceiling of $25,000 and is available for businesses that employ 50 people or less. These funds may be used to assist private for-profit small retail and service businesses, or businesses considered non-essential by the Governor’s Executive Order without the ability for employees to work remotely.

Applications for Review for June 19, 2020 at 2:30

The City of Sterling will hold a public hearing on June 19, 2020, at 2:30pm by Zoom https://us02web.zoom.us/j/84729254984 in the Council Chambers, 212 Third Avenue, Sterling, Illinois, to provide interested parties an opportunity to express their views on the proposed Downstate Small Business Stabilization application funded by Community Development Block Grant (CDBG) funds.  Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Scott Shumard, City Manager, 212 Third Avenue, Sterling, Illinois 61081, #815-632-6621 no later than June 18, 2020.  Every effort will be made to make reasonable accommodations for these persons.

On or about June 22, the City of Sterling intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program.  This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended.  These funds are to be used to provide working capital for the benefit of JJM Printing, Inc, Urban Outlet, Inc. and Paone’s Blackhawk Lanes, Inc..  The total amount of CDBG funds to be requested is $75,000 and will address the urgent needs of the businesses due to the COVID-19 emergency. 

Information related to this application will be available for review prior to the public hearing as of June 11, 2020, at the office of the City Manager, 212 Third Avenue, Sterling, Illinois 61081 between the hours of 8:30 am and 5:00 pm.  With offices closed to the public, we ask that you call and make an appointment at 815-632-6621.  Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement.  Written comments should be submitted to Scott Shumard, City Manager, 212 Third Avenue, Sterling, Illinois 61081 no later than June 19, 2020, to ensure placement of such comments in the official record of the public hearing proceedings. This project will result in no displacement of any persons or businesses.
